In debootstrap source scripts/gutsy, function first_stage_install():
161 if doing_variant fakechroot || [ "$CONTAINER" = "docker" ]; then
162 setup_proc_symlink
163 fi
166 second_stage_install () {
167 in_target /bin/true
......
198 if ! doing_variant fakechroot; then
199 setup_proc
200 in_target /sbin/ldconfig
201 fi
So when CONTAINER is set to anything other than "docker", the target
/proc is not mounted, and the /bin/true implementation from Rust
actually handles this case in Ubuntu sauced patch
https://git.launchpad.net/ubuntu/+source/rust-
coreutils/tree/debian/patches/require-utility-to-be-invoked-at-matching-
path.patch?h=applied/ubuntu/devel .
I think the most valid fix is to:
case "$CODENAME" in
gutsy|hardy|intrepid|jaunty|karmic|lucid|maverick|natty|oneiric|precise|quantal|raring|saucy|trusty|utopic|vivid|wily|xenial|yakkety|zesty|artful|bionic|cosmic|disco|eoan|focal|groovy|hirsute|impish|jammy|kinetic|lunar|mantic|noble|oracular|plucky|questing|resolute)
setup_proc_symlink ;;
