I got a quick response from upstream: He is aware of the desire for accent-insensitive search, but it is hard to do in a correct and performant way, since the rules are heavily locale-dependent and updatedb does not know at build time what locale locate will be run under. He does not consider the mlocate-ported patch to solve enough of this problem to be worth it.
