I am unable to reproduce this issue on a 1420n, using Rhythmbox to play ogg files. I suspend and hibernate while playing a song and after pausing. After resuming, sound level is normal (same level as before going into S3/S4) and does not go up. I've only tried a few times, so not sure if I need to test for a while before hitting the problem.
