The same problem occurred with Thunderbird (2.0.0.14) on Vista Home Basic. Parts of the Account Settings window is not visible, plus it is not resizable.
The problems over OS-es might be related. (Although there is no such problem on the same machine with Ubuntu) By the way is there a way to access the non-visible fields and buttons?
