that's not the first discussions about encoding but there is not good
solution out of using a standard encoding and this one is utf8,
transcoding automatically on copy is not a good idea because a copy
should not change whatever is copied and there is no good automatic way
to determine what encoding is being used and if changes are required.
closing the bug since that's not really a bug, if you really want to
discuss that you should open a bug on bugzilla.gnome.org though
