That is generally true. And perhaps one day people will be able to rely on drag-and-drop Just Working everywhere. But so long they can't, it is reasonable to add a sentence advertising drag-and-drop wherever doing so wouldn't be monotonous. (For example, it would be ok to advertise it here, but not in a Nautilus window or a filepicker.)
