This might be a bit naive, but in the end GtkHeaderBar is just a
toolbar, isn't it? Given that, isn't it possible to just show normal
decorations for GtkHeaderBar-using apps (and hide the
GtkHeaderBar-embedded close button), thus making the header bar look
like a normal toolbar?
