I can only speak for myself as I am not a Ubuntu Developer by any means. But let me point out that Ubuntu is not Debian and Debian is not Ubuntu. If you're happy with the way Debian handles Pulseaudio, then use Debian instead. And besides, there's nothing stopping you from using ALSA, OSS, JACK or whatever you like with Ubuntu. You don't have to remove Pulse just to use a different sound architecture.
