I have reproduced the issue, and yes, the jammy package does indeed leak memory.

I have filed a LP bug to track the issue here:

Instructions to Install (On a jammy system):
1) sudo add-apt-repository ppa:mruffell/lp2139394-updates
2) sudo apt update
3) sudo apt install python-sysv-ipc
4) sudo apt-cache policy python-sysv-ipc  | grep Installed
Installed: 1.0.0-2ubuntu0.0+2139394v20260130b1

I have now uploaded this to the -unapproved queue for jammy, to be reviewed by
the SRU team.
