I was unable to recreate this issue today and could install bash-dbgsym.

$ apt-get install bash-dbgsym
...
Get:1 http://ddebs.ubuntu.com jammy/main amd64 bash-dbgsym amd64 5.1-6ubuntu1

Selecting previously unselected package bash-dbgsym.
