After rereading Benjamin's original email I checked on armhf and was
still unable to recreate the issue.

ubuntu@juju-8eca01-errortracker-26:~$ apt-cache policy bash-dbgsym:armhf
bash-dbgsym:armhf:
  Installed: (none)
  Candidate: 5.1-6ubuntu1
  Version table:
     5.1-6ubuntu1 500
        500 http://ddebs.ubuntu.com jammy/main armhf Packages
