Forgot to include quote from upstream about 1.3.23:
January 28th, 2010 : stable 1.3.23

Several minor bugs were fixed since 1.3.22, and the request-learn,
force-persist and http-check send-state were backported because people
need them for more transparent and reliable application updates. Since
no new bug was in sight, and 3.5 months had elapsed since 1.3.22, it was
the moment to release 1.3.23 with all that. As 1.4 approaches, 1.3.23
will probably be the last 1.3 which accepts new minor features. Future
1.3 versions will very likely be dedicated to bug fixes only.

Title:
  HAProxy 1.3.23 version bump

Status in “haproxy” package in Ubuntu:
  Invalid

Bug description:
The last version avaiable in Lucid is 1.3.22. But 1.3.23 has loads of
bugfixes, especially in regard to cookie parsing. This shouldn't be
too hard as it's not a major version change. (upgrading to maverick or
HAProxy 1.4.x is not an option, and most people will want to stick
  with the LTS release anyway).
