I specifically referred to the Stable Release process for this reason
rather then suggesting a full backport.  Since the 1.3.x branch upstream
already has the changes you need, they just need to be cherry-picked and
have test cases for them to go into Lucid.

  HAProxy 1.3.23 version bump

Status in “haproxy” package in Ubuntu:
  Invalid

Bug description:
  The last version avaiable in Lucid is 1.3.22. But 1.3.23 has loads of
  bugfixes, especially in regard to cookie parsing. This shouldn't be
  too hard as it's not a major version change. (upgrading to maverick or
  HAProxy 1.4.x is not an option, and most people will want to stick
  with the LTS release anyway).
