The instructions on that page are outdated with respect to recent
versions of Ubuntu. These days all you need to do is connect phone via
USB cable to PC. Then you will get a prompt for configuring GPRS
settings. That's it.
Even in case of bluetooth it is easy to configure connections with
network manager.
