Well I am using Nokia 2730 for over two years and it works out of box in
Ubuntu Linux. It supports 3G upto a limited speed (384 kbps i think) and
was priced around 4000 INR. Most modern phones that can work as a GPRS
modem can work in Linux, even Samsung/Sony Ericsson ones. You can check out

I would suggest using data cards as they are specially built for heavy
internet usage. If you use phones for surfing internet for a long time,
chances are you may reduce the battery life significantly. Also they are
not a good choice for long downloads. You may also get better speeds in
data cards than phones IMO.

I switched to Micromax MMX 352g and using it for over an year. You need to
have packages called usb-modeswitch and usb-modeswitch-data installed for
using data cards. It worked out of box till Ubuntu 11.10. From Ubuntu
12.04, the distro featured an updated version of usb-modeswitch that seem
not recognize Micromax modems. I have to downgrade the package to earlier
version and now it works without any problems.

For balance etc, I insert the SIM to my phone and check them. Also, there
is an app in Ubuntu Software Center called Modem Manager that allows you to
check balance and send USSD requests, SMS etc while data card is attached
with your PC. I havent used it so cant say if it works good or not.
