The debian/control file looks fine to me, and it's valid UTF-8.  I
didn't do any test building so can't say more.

The iconv tool should do that just fine:
    $ iconv -f utf8 -t utf8 file
If the file is valid UTF-8, it will just be printed out to standard out,
if it's not valid UTF-8, iconv will give an error message.

There is also an isutf8 tool in moreutils package.
