Actually, "theming" should already be a core design feature, at least planned if not implemented. Because OEMs will want to customize their handset's appearance (as demoed with a "blue theme" on http://www.ubuntu.com/phone/partners). Your request should perfectly, and easily, fit into the same category of "customization". Hence, custom themes will have to be available. It's just a matter of (product management) choice whether the power to switch themes will be given into the hands of end users or not.
