AFAIK, it have not been packaged for Debian yet.
I've packaged it: http://users.tkk.fi/~tjaalton/nfs4acl and replied to the Debian ITP bug: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=399502 but no reply so far.
