For a tacked book, page 16 and 17 might be one sheet, but then 14 and 19 are one sheet and the backside of the sheet with the pages 16 and 17 are for the pages 15 and 18 etc. this and similar apps are publishing apps. Apps to arrange text and pictures are publishing apps.
