I've just updated https://launchpad.net/ubuntu-translations and made the announcement for Saucy there BUT that's not the official switch you're asking for. I'd be tempted to say let's switch now (translations are shared across releases) and I can do the switch BUT I'm relatively new to the Ubuntu translation coordinators team.
