I know that there is a storage problem in ubuntu phone to add another language.
But if the language-pack-touch-br package is mounted, i could install it through the terminal (like I did for the other package : language-pack-br, language-pack-br-base, language-pack-gnome-br, language-pack-gnome-br-base)that allow me to have Breton in my cell.
