Are you using lm-sensors to get this info when logged in? You may want to look at the man page for the sensors command and also its config file /etc/sensors.conf. There is a whole host of stuff in there to do with how it converts the values from the M/B sensors to real numbers. 28-31 seems low to me. Mine runs at about 44 or there abouts, but I guess it depends on the CPU model.
