The BBC is a socialist "corporation" - you HAVE to pay them BY LAW. Therefore there's no profit increasing who gets thei I-services. If you had to pay, theyd be getting an extra however much per user, but as you're paying anyway, why should they bother. With no financial incentives, they won't do anything.
