That's also my understanding too. Mint 10 is, as far as I'm aware, based on Ubuntu 10.10 as the Mint team always release a new Mint approximately one month after a new Ubuntu is released.
Maybe the mix up is that there is one version of Mint that is based on Debian with a rolling release...?
