Yup. They show up as sound cards. You even get a nice icon of a webcam
in the Pulse Audio sound applet doofer thing where you choose which
microphone you want to use.

The program "pavucontrol" is also useful here.

Success with both of my webcams - Philips Toucam 740K and Logitech 9000 Pro.
