If his budget is that strict... is he paying for phone service? Or is
he getting subsidized phone service as well?

It may be possible to get DSL or a bottom tier cable modem with enough
bandwidth to do VoIP for cheaper, though that can be technically
trickier, and less reliable in emergencies.
