It is the case that with KMS the quirks have all been reimplemented.
They're moved out of the X driver into the kernel itself.  In the
process, the quirks are redesigned to work a bit differently, and so
some changes in behavior are to be expected.  For example, the code is
now better at detecting if loads are actually present.  So in general as
long as the changes aren't causing new kinds of problems, they don't
need to be worried about.  I'll close out your bug, but feel free to
reopen it if you suspect the change has caused an issue for you.
