Ok, I've got an explanation for this bug from developer. He said that "The ability to wait upon scanlines was apparently defeatured, or at least disappeared from the specs". It means that it will not be implemented at all. I spent two days looking into the specs and writing the code. Yes, Intel changed the mechanism of waiting for scan line window and vblank events. I wrote new implementation for SandyBridge. All I've got is periodical video hang up every several seconds. I continue to contact developer of this part and try to understand what I did wrong.
The simple way to test for this bug is to start video and press PrintScreen on dynamic scene. You will see teared picture.
