Then I am back at an underlying PCI issue. Also the PCI probing in the X
server (before any driver has been loaded) is different:

Good (10.04.3):
(--) PCI:*(0:7:4:0) 102b:0532:15d9:0100 Matrox Graphics, Inc. MGA G200eW
WPCM450 rev 10, Mem @ 0xf9000000/16777216, 0xc0800000/16384, 0xc0000000/8388608

Bad:
[ 12.408] (--) PCI:*(0:7:4:0) 102b:0532:15d9:0100 rev 10, Mem @
0xf9000000/16777216, 0xfa200000/16384

While we wait for you to get the lspci output from 10.04.3, can you please
provide the output from
 cat /sys/bus/pci/devices/0000\:07\:04.0/resource
This also on 10.04.3 eventually.
