Your most recent comment describes a well known disparity between power management in the open-source Radeon driver and power management in the closed-source Catalyst (fglrx) driver. There is probably not much you can do, although you could try emailing AMD's Alex Deucher and asking him if he wants a copy of your Video BIOS (VBIOS). His email address is all through the changelogs and gitweb commits at https://www.kernel.org/
