Adding "acpi_backlight=legacy" fixed it for me under Ubuntu 13.10. (Dell
N5010, IntelHD)

 'gksu gedit /etc/default/grub'

 add "acpi_backlight=legacy"  to GRUB_CMDLINE_LINUX_DEFAULT="quiet
splash" line so it'll look like this:

   GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_backlight=legacy"

save and run "sudo update-grub"

Restart.
