I had this bug in 19.10, just uninstalled Nvidia driver and used
nouveau, however I just clean installed 20.04, forgot about the bug and
ran into it again. This time I had time to mess around, and ended up
updating my bios from f40 to f50a which solved the issue for some

PS uefi, CSM disabled, I have a 1070 in primary pcie slot, 680 in
secondary, and the bios is set to POST on 680 for a passthrough setup.

I also changed a BUNCH of settings in my bios. Honestly have no idea
what fixed it, I did the bios stuffs at one time stupidly.
