I understand that you need the reports from the original reporter, but I'm getting similar, if not the same problem.
On a fresh install of 9.10, the external display button on my hp dm3z worked fine. With a vga monitor attached, I could hit fn+f4 and it would go between laptop only, laptop+external, external. Somewhere in 9.10 the button stopped working ,and it's not fixed in 10.04 RC.
