Yes, thanks! I installed plugin for exporting selected features to shapefile and studied Operation API (based on IOp). Think it is already a kind of framework how to add different operations and bind them to different resources. These operations can be accessible right from context menus, but also from File->Export-> something.. And here standart Eclipse platform functionality is enough to create arbitrary wizards to perform any export data workflow.. Idea is very clear now.

They all amount to the same thing, at the end of the day, given a FeatureType and a features to write out a framework can be constructed allowing the user to "Export to..." a shapefile, a database table, etc.... The process of exporting is hard coded to shapefile, but that can be changed. The important point is that both the FeatureType to create, and the ability access the data to be written is available.
