   Have you ever seen the TimeMap Java applet?  This does almost everything I 
need, except for the digitizing and irregular polygon-based map queries.  It 
uses Zoomify to cut up a large background image into a pyramid of tiles.  
Chenck out the JADIS TimeMap application from the GAIA Lab's web site; the URL 
is listed below.

   Basically, what I need the users to be able to do is add/edit data to an 
online database, where all the attributes are stored in MySQL, and the shapes 
are stored in shapefiles (so that a copy of the shapefiles can be put on a GPS 
using ArcPad).  They also need to be able to execute queries to the database by 
drawing an irregular region on the map, buffering it to a specified distance, 
and then retreiving all the records that fall into the footprint.
