Operations targeting ILayers are active when a Map is selected

User defined operations which target an ILayer remain active (and therefore
selectable) when a map is selected. Operations targeting IMaps become disabled
when a Layer is the current selection.
1) create a tool plugin targeting a map and a layer (or used the plugin
attached)
2) new udig
3) open a project, map, layer.
4) select a layer in the Layer view
==> the Map operation becomes disabled, the layer ops are enabled.
5) close all maps
5) select the map in the "Project" view
==> the Map operation becomes enabled but the layer ops are not disabled.
