plugin.properties files will need to be checked out and translated.

A note for everyone else:
Confluence 2.2 now has support for internationalization that might be
worth looking into, so we don't have to have a separater space for each
version of the user's guide.
Actually it just looks like they provided translation support to
Confluence's own interface, so I don't think this will help us.
