I think we need to make an API so that the FIX file can be
regenerated. So if you'd add a bug report to the geotools JIRA:

make an account.
Trying to think what to do about the file until then. Hmmm. Why do
you need to regenerate it? Is there a bug with adding features maybe?

I try to delete it when needed, but sometimes the file is locked by
the filesystem so it is not deleted
