Hi Jesse,
alright:

1) ok.  I build only against the udig sdk and my plugins are few, so
there should be no forgetfulness there :)
2) that was my problem at first, so I added al the things. For example
now the buttons have icons, but just %tooltip, i.e. it is not reading
the plugin.properties files. But they are in the plugin jar, I opened it
to check. Does that give a hint to what I am breaking?
