Verify that the plugin.properties is in the correct location.
Also check the version numbers of:
plugins your plugin depends on
your plugin.
Look in the log for error messages
Run from the terminal with -debug parameter and -consoleLog.

Yes, that is what I did. Export just my few plugins and paste
the into
the udig plugins folder.
