for polygon layer the fill transparency doesn't work: all the polygons are displayed with 100% transparency both at the beginning and if changed with the style tool

In IRC chat this is apparently the case regardless of if advanced graphics is
turned on or not. Moovida thinks this is graphics card related so I am not sure
how to reproduce.
I will ask Silvia to the "Mylar" button does anything to see if transparency is
even possible on her machine.
