You are correct, I am still working on my uDig commit access.

I am very happy for someone else to take on the implementation of Tool
Palette and am just happy to get some of my thoughts and ideas down.
The Request for Change page looks great, the one thing I didn't have time
to investigate was if there is a needed to adapt/re-wright our toolbar
actions into commands to work with the Palette. This might be of benefit to
some other plugins e.g Help and Cheat Sheets.

I am still progressing with Cheat Sheets and will post an update later
today.
