Yes I think it is; the MapViewport defines the preferred zoom scales; We try and pick them up from a "tile set" if one of your layers is a tile set; if not there are some defaults available.

I would love it if you could make a Map Preference page where people could edit the list of zoom levels by hand; that would be great :-)
