I will push my 1.2.3 branch to upstream (so we can apply any patches out of 
your testing today). 

This is the result of the conversation on udig-devel some months ago with 
respect to choosing 1.2.3 or 1.3.0 when considering the roadmap for the tool 
palette and CDO work.

So the basis is the sheer hope that the CDO work will come onto master before 
we make the next release; and thus justify the 1.3.0 label.
