Andrea do you want to have a go at fixing this? This was a side effect of not 
figuring out how to show tools as "disabled"; if we could figure out how to 
grey out tools (I sent a link but I could find it again) then we could keep the 
current tool selected; even if it is disabled and will not work. 

This is really a choice between two evils (switching layers and losing your 
current tool VS always having to hunt through all the tools all the time...). 

Is there any reason not to select on a raster layer? It would be a quick way to 
"copy" and paste an image out to the clipboard.
