Actually, the answer to your question is basically no. BUT there are
workarounds.

1. Contact the DN authority for .pt domain and ask politely, it may work out
dpending to your local regulations.
2. Run a tedious series of whois lookups.
3. Run a crawl at various good starting points to extract .pt domains.
4. Do not underestimate the .com web sites in your language if the .pt
domains are hard to get in Portugal. Then you should dive into a process
mainly called Crawling through URL reordering.  It requires lots of work and
resource and coding not a very smooth task

Actually, I have build commercial and non commercial search engines in my
country specialized in Turkish language web sites (one is
www.evreka-online.com), (not using udm) and to get .com.tr domain if you
must legally qualify yourself with the name of the domain. This means there
are more than ten times domains that are Turkish and not .com.tr

A friendly note,
1. never rely on meta charset tag :) for language detection
2. Get a good Linux book and a Linux CD as soon as possible, it's never too
late.
