Paul, your question may be on the wrong issues. We are dealingwith a military government with civilian disguise and so askingabout civilians with equivalent qualifications do not arise becauseyou are inadvertently comparing Apples to Oranges!.There is is no civilian with an equivalent military qualifications andyet there are many military men/women with equivalent civilianqualifications.Due to such anomalies, you find that huge decrepencies in the paythese individuals get.Besides the promotions that these so called officers are given much asit appears to be based on written exams and performances are most often anecdotally based and thus very capricious. Why would for example a guy who joined the military service in 2002be a Lieutenant Colonel in 2004,yet another guy joining at the same timewith equivalent civilian qualifications is still a 2nd Lieutenant? This in a nutshell is the hallmark of the NRM FUNDAMENTAL CHANGE!.Thank you.Kipenji._____________________________________________________________________________________________

Just how much do our senior army officers earn??!
Assuming all the 500 junior officers above were 2nd Lts that recieved a
promotion to Capts (This assumes the highest extra cost in that category), each
of them would have to be paid 420,000 - 240,000 = 180,000 extra. For three
months, extra cost would be 180,000 x 200 x 3 = 270,000,000. The extra cost
anticipated is 2,500,000,000. 2,500,000,000 - 270,000,000 = 2,230,000,000. The
balance divided by the remaining officers (200) and the three months
2,230,000,000/200/3 gives an average extra 3,716,666.7 per officer per month.
This is just on top of what they are already getting now.
Just how much therefore does a senior army officer earn compared to a junior
officer or a civil servant with equivalent qualification???
700 UPDF officers to get promotion
By David Kibirige
March 28, 2004
BOMBO - President Yoweri Museveni is yet to assent to the promotion of 700
officers due to lack of funds.
The Army Council that sat on January 29 to 30 in Soroti, under the chairmanship
of Gen. Museveni, recommended the officers for promotion.
S unday Monitor has learnt that later the Army Promotions and Commissions Board
(APCB) approved the promotion of about 700 officers to various ranks.
Members of the APCB are: the Army Commander, Chief of Personnel and
Administration (CPA), Chief of Staff, Chief Political Commissar (CPC), CMI boss
and the Director of Legal Services in the army.
Museveni as the commander in chief has not signed because there would be an
increase in the wage bill. About 500 of those set for promotion are 2nd
lieutenants who would become full lieutenants and some lieutenants to the rank
of captain.
A 2nd Lt earns Shs 240,000, while a Lt bags Shs 320,000. A captain pockets Shs
420,000 while a major earns Shs 570,000. Most of the 2nd Lieutenants had served
the mandatory six months required before promotion or dismissal.
“Some of the 2nd lieutenants are cadets of the year 2000. Many had written to
the army leadership expressing their concern, ” said a top army source. Highly
placed sources told Sunday Monitor that the promotions would make the UPDF
incur an extra Shs 2.5 billion in wages for the months of April, May and June.
This is because the salary of such officers was not included in the current
fiscal year.
Prominent among those listed for promotion is Army Commander, Maj. Gen. Aronda
who will jump to the rank of lieutenant general. CMI boss Col. Noble Mayombo
will become a brigadier while President Museveni’s military assistant and UPDF
political commissar, Brig. Kale Kayihura, will become a major general.
Those who will be promoted from colonel to brigadier are: Col. Hudson Mukasa,
the commander of the Mbarara based 2nd division, Col. Nathan Mugisha, Col.
Clovis Kalyebara and Col. Kateregga. From lieutenant colonel to colonel are:
Ramathan Kyamulesire, Arthur Musinguzi - the director of legal services, and
the commandant of the military police, Dick Bugingo.
It has also been resolved that all division commanders be promoted to colonel.
This means that Lt. Col. Etyang will become a full colonel. From major to
lieutenant colonel are army spokesman Maj. Shaban Bantariza, Maj. Joseph
Musanyufu attached to CMI, and legal guru James Mugira who is deputy to Col.
Mayombo.
Bantariza said he was aware that the ACPB had sat but: “I do not know what they
were discussing. The board is responsible for promotions, discharge and
dismissals,” is all Bantariza could say.
