President Museveni has made a re-assurance that he is to hold talks with Mengo to evaluate the extent of powers to be given back to the Kabaka. Museveni who was at Wakiso district officiating at the opening of the newly constructed Wakiso district headquarters complex, said that he understood Buganda's difficulties related to the power issue. He added that he was ready to amicably determine ways and means to overcome this difficulty jointly with Mengo.

Museveni was consolidating on what he had said at the extra-convened Movement delegates conference at Kyankwanzi last year. However, he went on to say that what he would not endorse is the dismantling of all district powers and place them at Mengo.

Museveni while talking tough, warned that there are people bent on playing with people's power in decision making and warned such people that they were playing on a wrong ground. "There are some people who had wanted Buganda powers to be reverted to Mmengo and local authority powers in other parts of the country to be re-located to certain/ particular areas but we rejected that.

We implied the districts so that you could make decisions and those inclined to turbulations of local authorities are joking", Museveni was quoted as saying.

In saying all this, the President had just performed the official opening of Wakiso district headquarters complex which has been constructed at a considerable cost and also graced other projects under construction. Vice President, Prof. Gilbert Bukenya, Ministers, MPs, heads of local authorities and key public figures attended the function.

President Museveni lambasted some politicians and other people whom he said flattered the ordinary citizens by saying that they had no powers in making decisions on vital national issues and urged them to stop it. " This freedom in which you are playing , we derived from the sacrifice of blood and sweat of Ugandans. Since then, the Movement has firmly secured freedom and placed it back into the hands of the masses in ensuring decision making in all matters as per their wishes", emphasized Museveni.

Museveni went on to say that political judges are the masses and not judge Kanyeihamba whom he said was a judge best suited for petty theft cases adding that parliament has its limits in decision making and the rest is left to Ugandans.

President Museveni thanked the people of Wakiso for the overwhelming support that they had demonstrated to him and said, "I have seen your support and I assure you that I am around as a comrade in arms".

Museveni's address was all along punctuated with thunderous cheers and was entertained to traditional dances with dancers downing ebisanja while tantalising, "Sir, stand again".

On the land eviction disputes, Museveni directed Residence District Commissioners to save the land owners who had been wrongly evicted, saying that he was going to set an independent commission/ body to oversee this matter.

Wakiso district Chairman, Engineer Ian Kyeyune re-counted what they had  accomplished and what they had so far failed to accomplish. He thanked the government for the assistance rendered to Wakiso and added that assistance from the government had helped quite a lot.
