As the No. 2 fellow he is supposed to be, it is surprising that Prof. Bukenya 
could advance this line of reasoning. Is the Prof telling us that if something 
happened to the President, and he as the vice-president had to take over as is 
provided for in the contitution, the country would come to a standstill? 

The fact that even the vice-president thinks that things cannot run without Mr. 
Museveni at the helm just proves that the system is built around an individual 
and not on a solid institutional foundation.

By the time president Museveni took power in 1986, how many years had he been a 
vice-president for him to get the recognition prof. Bukenya is so worried about?

Bukenya defends 3rd term

President Yoweri Museveni should be given a third term because he is 
transforming Uganda, attracting investors and creating stability, said the Vice-
President, Gilbert Bukenya, in an interview with Sunday Vision on Thursday. 

“Things are running smoothly. And that is why I cry out and say leave Museveni. 
Give him another five years so that we can develop the country,” he said. 
He appealed to Ugandans to exploit Museveni’s leadership for transformation to 
be achieved. According to him it would be illogical for Museveni to go at this 
critical moment when he is attracting investors to Uganda. 

Museveni is serving his second and last term. He can only be eligible for a 
third if the Constitution is amended. 
Bukenya said he would need five years to get to Museveni’s level of global 
recognition. On whether he would offer himself for election if Museveni did not 
stand he said, “If Museveni does not stand then the Movement will choose the 
best available alternative.”
