The decision by the Legal and Parliamentary Affairs Committee to defer the federo question, has angered Mengo.

The Committee, on Tuesday recommended that since the Government's idea of creating regional governments under a tier system was tied up with debate on federalism, wider consultations on the matter should be carried out before the issue could be brought back to Parliament.

Mengo says such a move is dillydallying.

The kingdom's Information Minister, Mr. Charles Peter Mayiga, said on phone that federo should be concluded and give it way for pressing problems like poverty reduction and health.

"It is in the interest of all Ugandans that the federo interests of Buganda are accorded. If not, we shall engage in more political wrangling forever because the Baganda will never give up," Mayiga said.

He said there is no need for more consultations because the Justice Odoki Commission and the Sempebwa Commission recommended that the majority of Ugandans want federo. "The country cannot go on consulting forever. Twice commissions instituted by the central government have consulted Ugandans. The government should read the Odoki Commission and the Sempebwa report for guidance on resolving the federo issue," he said. He said, Mengo has been holding informal talks with officials from the Central Government on how to resume federo talks and normalise relations.

The talks collapsed three months ago, after the government proposed the introduction of two separate cultural and administrative councils at Mengo, but Mengo insisted on the current Lukiiko.

"Mengo is open to talks but they should be based on the principle of meeting peoples' expectations," Mayiga said.

He said whether President Museveni's term is extended or not Buganda's interests of attaining federo would not change.
